On December 18, the Finnish Government issued a decree on the scope and level of private copying remuneration for the year 2010. Both the scope and the level of remuneration will remain unchanged from 2009.
Private copying remuneration serves to reimburse copyright holders for the copying of their works for private use.The scope of the remuneration includes analogue audio and video tapes, and digital recordable media (recordable CD and DVD disks, HD DVD and Blu-ray disks, and MiniDiscs). Also digital audio and video recorders with fixed memory (such as MP3 players) and digital set-top boxes with fixed memory fall under the scope of the remuneration. Multi-purpose devices, such as mobile phones and personal computers are not included.
The remuneration is to be paid by the importer or manufacturer, and secondarily, by the retailer of the recordable media or device.
This was the first time the Government issued the decree on private copying remuneration. Previously the scope and the level of the remuneration was decided by the Ministry of Education.
