Decree from the Ministry of Education for 2008

The Finnish Ministry of Education has made a decision concerning the private copying remuneration for the year 2008 as prescribed in the Finnish Copyright Act. The compensation for private copying serves to reimburse copyright holders for the copying of their works for private use. The scope of the private copying remuneration now includes disks with large recording capacities, such as HD DVD and Blue-ray disks. Analogue audiotapes and videos as well as digital recording platforms, such as CDs, DVDs and MiniDiscs, have been included in the private copying system already before. Also digital audio and video recorders with a fixed memory and digital set-top-boxes fall under the scope of the private copying remuneration. Mobile phones and computers, among others, are still not included.

The level of the private copying remuneration remains unchanged. The increase in recording capacities has been taken into account in grading the remuneration for digital audio and video recorders. The compensation for recording devices with a storage capacity of over 250 gigabytes increases from 18 euros to 21 euros.

Primarily, paying the compensation for private copying is the responsibility of manufacturers and importers of recording platforms, secondarily that of retailers.

The decree by the Ministry of Education was given on December 21, 2007.
